Landscape architects are innovators and risk takers; we bring possibility government to public service. Building on the conversation started at ASLA 2021, this session introduces a possibility government toolkit to elevate local projects. See how three intrapreneurial women apply these tools in practice locally in San Francisco and also across the country.

Learning objectives:

  • Learn five tools that execute nimble innovation (innovative practice) in local government.
  • Identify the challenges and opportunities of possibility government in practice.
  • Understand how examples of government design that took innovative risks provide pathways to social equity and environmental justice.
  • Identify and explore examples of government design in our host city that used nimble innovation to achieve surprising and overlooked visions.

Jennifer Brooks, ASLA

Design and Construction Project Manager

Mecklenburg County Asset and Facility Management

Jennifer Brooks is a Design and Construction Project Manager at Mecklenburg County Asset and Facility Management, a government department that directs the planning, design and construction of County buildings and landscapes. Jennifer leads design and engineering consultant teams in the implementation of the County’s Greenway Master Plan and Equity Park Projects. Her focus on design, ecology, and infrastructure rests on a strong foundation of design practice in service to the public. Prior to her work in Mecklenburg County, Jennifer contributed to the Sunset Boulevard Master Plan, the Better Market Street Project, and Margaret Hayward Playground at San Francisco Public Works.

Fiona Lyon, ASLA, LEED Green Associate

Design/Program Manager

TriMet - Transit-oriented Development

Fiona Lyon is an Urban Design Manager with TriMet. She manages the planning and design process of transit-oriented development opportunities to realize equitable and transit-supportive density throughout the Portland region. As a licensed landscape architect in Oregon and California, LEED Green Associate, and ISA Arborist, her work has helped deliver many public parks, streetscape designs, urban greenway connections, community master plans, transit and infrastructure investments, and bicyclist/ pedestrian safety projects. As an Associate Landscape Architect with the City & County of San Francisco her work included the Better Market Street, Pier 27, 22nd Street Streetscape, and Guy Place Mini Park.

Solange Guillaume, ASLA, PLA, NGICP

Associate Landscape Architect

San Francisco Public Works

Solange Guillaume is an Associate Landscape Architect at San Francisco Public Works. She is fascinated by the intersection of ecology, urban landscapes, and community. At Public Works, she partnered with community organizations during 2020 to bring a Pilot Block of the Sunset Boulevard Master Plan to life. Additional projects include the Ocean Beach Climate Change Adaptation Plan which includes large-scale dune plantings, Minnesota Grove, Page Street Neighborway and multiple green infrastructure and trail restoration projects. Prior to the public realm, Solange worked in residential and ecological design firms and had a long partnership with a community garden organization in Minnesota.
